Clarification document on IRSA Class Policy

The EC recently voted for this document on Class Policy. This has been developed to supplement and summarise the Regulations and Constitution on this matter.

The following are some key points in this policy document:

  1. In  addition to World Championships, only IRSA Classes can hold continental championships under the IRSA Constitution and IRSA Class Championship Regulations.
  2. The exact details of IRSA Class regulation are contained in the IRSA Regulations.
  3. Note that NCAs (or, equivalently, national COAs) are always required regardless of individual owner direct enfranchisement in an ICA.

New IRSA Constitution Proposal Defeated

The IRSA Executive Committee worked for several months on a updated constitution. The current constitution is out of date on necessary housekeeping matters, such as the name change of ISAF to WS. But there are more changes necessary e.g. establish class committees, clarify how committees may reach decisions. Retiring no longer needed committees…

A Proposal was sent out to our Delegated National Members to vote on October 6th.

The Proposal put to the Designated National Members (DNMs) of the IRSA to approve the new Constitution has been defeated.

According to Article 10.1(iii) the Agree vote needed to be 2/3rds of “votes caste”.

Guide Notes for Event Equipment Inspection

The following are covered: rationale for event measurement; guidance concerning the responsibility and authority of the event measurers; method of calculating how much time should be allocated; useful hints and tips to ensure it goes smoothly.

Primarily designed to assist the race team at IRSA events, but also of value to those hosting smaller events.

IRSA Policy on Prohibited Events and its Guide document

For years, especially before major events, it is discussed whether participants are eligible to participate who have previously participated in not sanctioned by World Sailing events.

Requirements by World Sailing RRS:
World Sailing Eligibility is required for all competitors who wish to enter Radio Sailing World Championships, and Competition Eligibility is required for any Radio Sailing event. Eligibility can be revoked if the competitor is guilty of gross misconduct (RRS 69.1), drug abuse (RRS 5), or participates in a Prohibited Event in the previous 2 years.

Reasons to become a prohibited event:

  1. The event is said to be a World Championship when it has not received approval.
  2. The event does not include an affiliated body in its organisation (RRS 89.1). Typically this is because an unaffiliated class organises an event without officially involving an affiliated club. IRSA’s interest here is in an event which sets out to attract competitors from a number of countries and is reasonably described as “International”.
  3. The event is not run under the RRS.
