Sending a representative to the 2016 Worlds

A proposal in the Executive Committee to send a representative to the 10R and M Worlds in Italy this year has succeeded.

A subsequent proposal to send Bernard Merlaud (IRSA Vice Chairman) also succeeded.

2016-R-4A: IRSA levies for M and 10R Worlds

A discussion and vote on the fees to be set for the coming World Championships resulted in a fee of 10 Euro per competitor.

Notice to IRSA Members

Final versions of the revised class rules and accompanying measurement forms and certification material that become effective on 1st July are now available on the IRSA website.

Minor errors have been edited out.  If any errors remain, please let the Chairman of the Technical Committee know.

A significant change for the M and A Classes is that un-protected blank space is introduced on measurement forms and certification material where local language translation of the official English language text can be introduced.  Versions for the Ten Rater Class with blank space for local translation will follow in due course.

Please note that the only valid certificates that may be issued under the new rules are those produced using this certification material.  Local adaptions, re-arrangements, or edits are not permitted.

Please direct any questions regarding the class rules or use of this material to the Chairman of the Technical Committee.

New Member Sailing Federation of Ukraine

We have received an application for IRSA membership from the Sailing Federation of Ukraine. They are an ISAF MNA, and so meet the requirements of Articles 5.1 and 5.2 of our Constitution.

The Sailing Federation of Ukraine application to become a member of International Radio Sailing Association has been considered by the Executive Committee and unanimously accepted.

We would like to welcome the SFU to the IRSA membership and look forward to assisting them and their organisation in promoting and developing the sport of radio sailing.

 

2016-S-2 Office holder licence

A proposal in the Executive Committee to require Office Holders within the IRSA to licence matters generated by them concerning the IRSA to the IRSA, has been accepted. See attachment.

Proposal:

Background
While IRSA Officer Holders do not work under any form of contract, they do work as “office holders” like company Directors and members of the clergy. An Office Holder is certainly not an ’employee’. Where material is produced by an employee in the course of his employment, his employer is the owner of any copyright in the work, but this does not apply to Officer Holders. Where a person works independently he will usually retain copyright in any material he produces, and it is presumed this applies to Officer Holders.

Proposal
Given these considerations, Officer Holders retain the copyright to their Work while holding office, and IRSA requires every Office Holder to licence
their Work to IRSA.

The licence shall be a Creative Commons license which, in summary, requires that IRSA provides attribution to the Officer when the Work is used and
shared, permits commercial use of the Work, and requires adaptations of the Work be released under the same license.

2016-S-1F Adopt disciplinary procedures

A proposal in the Executive Committee to adopt the guidelines on disciplinary procedures (attached) has been accepted.

An amendment proposing that the guidelines be referred to the O&P Committee failed. Hence the original proposal was voted on.
