A General Assembly acts as the final authority of the Association on all matters relating to International Radio Sailing. The business of the Association shall be conducted electronically. A General Assembly has the following participants:
- The Executive Committee
- Representatives of ISAF
- A Representative of each Delegated National Member (DNM)
- A Representative of each Associate Member (recognised ICAs of Designated IRSA Classes)
- An Observer from each Provisional Member (other ICAs)
