The 2016 World Marblehead Class Championship has been awarded to Italy

The venue and date for the Marblehead World Championship has now been confirmed and we are pleased to announce it to you.

Friday 23rd to Friday 30th September, 2016

The championship is an event sanctioned by the newly constituted International Marblehead Association, with Matteo Longhi as Chairman of the association and leader in the steering committee that is organising the event. The International Marblehead Association is linked to the IRSA as an International Class Association (ICA) and as such will be able to take advantage of the resources of the IRSA to bring the event to the world in 2016.

We are pleased to inform you that on 16-17-18 October 2015, will be held in the same place, the Garda Lake International Marblehead Meeting. An excellent opportunity to test the race course for the next World Championships in September 2016.

We congratulate Matteo Longhi and his team for their efforts and look forward to what promises to be an event not to be missed.

Rule Changes and Updates IRSA submissions for the 2017-2020 Rule Book

It has been a busy few months for the incoming Racing Committee. The deadline for submissions to ISAF for changes to the Racing Rules of Sailing was fast approaching. Proposals for changes on Appenidx E were transmitted to the ISAF Racing Rule Committee Appendix E Working Party who, after considering them, then transmitted them to the ISAF RRC Working Party for 2017 rule changes. In due course they will become submissions made by the Chairman of Race Committee.

Rule E1.2 Terminology
To clarify a definition that is not interpreted consistently.
Submission 238-15

Rule E3.5 Individuall Recall.
To correct an unintended omission carried forward from the RRS 2009 – 2012.

Rule E3.6 General Recall.
After a general recall, to revert to commencing the new starting sequence with the warning signal.

Rule E3.9 Disabled Competitors
To require the race committee to make reasonable arrangements for disabled competitors to complete on equal terms.

To clarify the rule and correct omissions.

Rule E8 Changes to Appendix G, Identification on Sails
To provide a clear guideline for the size and positioning of identification on sails, especially for sails that are too small for regulation size numbers and letters.

There were widespread consultations, largely through networks of participants at various World and Continental Championships and other networks of those active in various internet forums and informal discussion groups.

In our haste, and with an Executive and Racing Committee engaged in discovering, and in many cases updating, existing procedures there was little formal consultation with IRSA DNMs. Establishing such a procedure must be a priority. The date limit for submissions for the 2021- 2024 rule book will be 31st July 2019. In light of our experience this year, this suggest that proposals from DNMs and other sources should reach Racing Committee by 31st December 2018!

Jury Chairman’s statement concerning Rule 69 at the 2015 IOM Worlds

At the recent IOM World Championships in Foster City, California an allegation was made that during a race one competitor had struck another. This was immediately investigated by the International Jury and found to be true and a letter was issued to the competitor concerned informing him of the allegation and of his rights to representation at a formal hearing the following day. At the hearing witnesses and the complainant were interviewed by the International Jury in front of the accused and facts were found and agreed by all parties. The hearing was conducted precisely following all requirements and records were made of the hearing.

The person accused was found to have slapped with an open hand and made contact with the complainant’s hat. It resulted in him being shocked but not hurt. The accused apologised immediately and again later. He also apologised several times whilst in front of the International Jury and again in front of all competitors at the prize giving. The latter was applauded by competitors and acknowledged by Fred Rocha as something very special.

The accused received a DGM (non-discardable disqualification for gross misconduct), which took into account his behaviour at and after the incident and on a level as suggested by the US Sailing guidance. The President of the accused’s Sailing Federation will receive a report of the incident.

2015 IOM WORLD CHAMPION BRAD GIBSON GBR

image1 Day-8After six days of excellent and challenging racing conditions, GBR’s Brad Gibson is our World Champion for his second time. This time there was no obvious drama for a rare dominate win in IOM Worlds. Brad now joins GBR’s Graham Bantock and Aussie Craig Smith as our only Champions with two wins. His Worlds roommate and our 2011 World Champion, Peter Stollery, was a distant second and our 2009 World Champion, Zvonko Jelacic from Croatia, finished a close third to complete the podium.
