GA 2016 Executive Committee Nominee Listing

Attached is the list of Executive Committee nominees put forward by the DNMs. The nominee period has now past and is closed.

These will now be voted on as part of the GA process and will appear in the Agenda when published.

It is interesting to note that several positions have two nominees.

Race Management Policies for International Events (DNM Consultation Paper)

The IRSA Racing Committee has been working on adapting a widely used ISAF/World Sailing  document which sets out “Race Management Policies for International Events”. An initial draft of the proposed document is attached to this news.

This document gives guidelines to the race committee as to how they should endeavour to run racing at major international events. It may also provide useful indications to race officers at other events.

Important features of this policy document are:

  • guidelines on laying the course, starting, finishing and relaying the course if necessary;
  • guidelines on when to postpone racing or abandon during a heat;
  • clearly identifying who may advise the Principal Race Officer, and who, and when, he should consult.

This formalises current practice. It is intended that this document will evolve in light of experience at events. It is envisaged that by establishing clear policies on what we wish to achieve that this will serve as a framework for experimentation to develop new methods and practices to further improve the quality of racing.

DNM’s have been asked for Feedback by Thursday, 31st March 2016 please give them your comments and, most importantly, your suggestions for improving this document.

Upgraded M Class rules: “How will I need to change my boat?”

Which rules apply?

  • Hull and sails may comply with the class rules in force at the time they were certified, or with the current class rules
  • Hull appendages and rig shall comply with the current class rules.

Changes required to an existing boat?

  • None

Changes to the way a new boat is measured?

  • The area of the sail (or parent sail) shall be marked on the sail tack
  • Any hollows in the luff or leech of a sail shall be bridged for measurement

Changes to the way a new boat may be made?

  • A triangular profile foot roach is permitted

New prohibitions?

  • Variable geometry of the hull
  • Mainsails with luff length below 990 mm
  • Reefing of sails
  • A rig without a mainsail
  • Automated control of rig/sails
  • Automated steering
  • On board cameras
  • Use of pictures while racing

Upgraded 10R Class Rules “How will I need to change my boat?”

Which rules apply?

  • Hull and sails may comply with the class rules in force at the time they were certified, or with the current class rules
  • Hull appendages and rig shall comply with the current class rules.

Changes required to an existing boat?

  • None

Changes to the way a new boat is measured?

  • The area of the sail (or parent sail) shall be marked on the sail tack
  • Any hollows in the luff or leech of a sail shall be bridged for measurement
  • The weight of the boat is recorded at initial certification measurement
  • Measurement of all sails no longer relates to the profile of the measured sails but to the dimensions of the measured sails
  • The sail measurement grid has 200 mm gridlines instead of 100 mm
  • Tell tales are ignored for measurement

Changes to the way a new boat may be made?

  • The length of limit marks shall be large enough to be visible when afloat
  • Bow bumpers are required to be thicker at the lower end
  • Certificated mainsails (the largest of the sails) shall have a luff length over 1990 mm and under 2200 mm

New freedoms?

  • The boat may be lightened by any amount providing the waterline endings remain inside the waterline limit marks.

Upgraded A Class Rules: “How will I need to change my boat?”

Which rules apply?

  • Hull and hull appendages may comply with the class rules in force at the time it was first certified, when it was last certified, or with the current class rules
  • Rig shall comply with the class rules in force at the time it was first certified or with the current class rules
  • Sails may comply with the class rules in force at the time they were certified, or with the current class rules

Changes required to an existing boat?

  • Owner’s flag shall be flown when racing
  • It is possible some main booms will not comply with the current class rules – but it is highly likely that any such booms do not comply with the previous class rules either
  • Requirement for aft head point to be no more than 25 mm from aft side of mast is removed – most sails become compliant for first time

Changes to the way a new boat is measured?

  • Boat flotation is carried out without the sails and a standardised 100g mass to replace them and in a defined measurement trim
  • Waterline ending may be at or inside the waterline ending limit marks
  • The B and J dimensions of the sails shall be marked on the sail tack

Changes to the way a new boat may be made?

  • A deck datum point shall be ‘permanently’ marked on the deck aft of the mast
  • Recesses in the deck for handle, mast, luff spar, access to rc equipment are permitted
  • Mainsail luff perpendicular is restricted to B dimension – band on boom no longer used
  • Construction of the head of a double luff mainsail is simplified

Review Of Upgraded International Class Rules for 2016

Draft versions of the Generic Section A & B, Marblehead, Ten Rater and A Class rules were sent to each IRSA DNM for comment at the end of November.  Comment has been received from a few DNMs and responses have been made. Some amendments have been made to the class rules as a result and many more have been made as a result of our own ongoing checking. The Technical Committee is now on the final stage to prepare the rules to final decision by the IRSA Executive Committee by the end of february.
